Submit an R&D project application for this Globalstars funding opportunity between 01 April and 29 August 2025. Your R&D project must include at least two mutually independent companies, one from Taiwan and the other from any Eureka participating country in this call

Who can apply for this call

Eureka has eligibility criteria for organisations participating in a Globalstars consortium:

  • Your project idea must represent international cooperation in the form of a specific project.
  • You must direct your project towards researching or developing an innovative product, process or service with the goal of commercialising your project results.
  • Your project must have a civilian purpose.
  • Your consortium must include companies based in at least one Eureka country and Taiwan.
  • No single organisation or country can be responsible for more than 70% of the project budget.

Belgium (Flanders) 🇧🇪

Type of funding: Grant

Allocation: 2 million euro

Eligible costs and funding rates

Staff and other costs related to the development project can be funded with a 25 to 60% subsidy of the project budget, with a minimum budget equivalent to support of 25,000 euro and a maximum of 500,000 euro for this call. More information can be found on the website of VLAIO.

Staff and other costs related to the research project can be funded with a 25 to 70% subsidy of the project budget, with a minimum budget equivalent to support of 100,000 euro and a maximum of 500,000 euro for this call. More information is available on the website of VLAIO.

Additional eligibility criteria for applications from Belgium (Flanders)

VLAIO accepts development projects (an innovative idea that can lead to a successful business in the short term, but there are still some challenges to overcome in developing this innovation) and research projects (an innovative idea that requires new knowledge and research and, in some cases, new development activities). Only Flanders-based companies can apply for funding via subsidies. Flemish or foreign academic partners or research institutes can be funded by VLAIO if their expertise is crucial for the Flemish partner (company) and if they are subcontracted by this company.

Additional steps for applications from Belgium (Flanders)

In Belgium (Flanders), in addition to the centrally submitted Eureka Project Application Form, partners from Flanders need to submit an application to VLAIO, including a project plan and budget online via the VLAIO development project page or the VLAIO research project page  (please press the pink button ‘Aanvragen’). We invite Flemish partners to contact us for eligibility check and pre-check of their project ideas and get support by our team VLAIO advisors ‘Contacteer ons voor gratis advies op maat | VLAIO’.

The deadline for submission of the VLAIO application is on Friday 26 September 2025 by 12:00 CEST.

Finland 🇫🇮

Funding from Business Finland is intended for challenging and innovative research, development, and innovation projects. For more information on eligible costs and funding rates, please see the Business Finland website.

In this call Business Finland may fund individual Finnish companies as well as groups of Finnish companies participating in the joint international project. Research organisations may also be funded, provided that at least one Finnish for-profit company is participating in the same project consortium. Individual companies apply for R&D funding (instructions for small and midcap companies and large companies). Funding for groups of Finnish companies and for joint participation of Finnish companies and Finnish research organisations in the international consortia is applied as Co-Innovation funding.  In Co-innovation funding, the combined total costs of public research organisations may not exceed 60 %. The funding from Business Finland is competitive funding. The assessment also takes into account any other funding applications and the indirect effects of the joint project.

The applicants will be advised in detail about the applicable rules by Business Finland contact persons prior to submitting the Eureka application.

Additional eligibility criteria for applications from Finland

The general Business Finland eligibility criteria and rules for funding apply for this call. Different rules apply for small and medium-sized enterprises, midcap companies (large companies with turnover < 300 M€), large companies, and research organisations. The impact of the international cooperation should be clear, and the participating companies should have a credible internationalization plan and business goals including export targets.

Applicants in Finland must submit their national application documents to Business Finland before 29 August 2025, 17:00 EET.

Lithuania 🇱🇹

Type of funding: Grant

Call for projects budget: 1 million euro.

Eligible costs are as follows:

  • Personnel costs: salaries, social security, taxes and any others paid by the company.
  • Business trip costs.
  • Materials.
  • R&D service acquisition costs.
  • Fixed assets.
  • Patenting services.
  • Certification of the R&D product costs.
  • Indirect costs (overhead): 3%

Funding rates: reach up to 80% for industrial entities and up to 100% for research institutions. Lithuania funds projects led by University with at least one Lithuanian SME partner. Call budget is up to 1 million euro. Project budget is up to 300,000 euro.

Additional eligibility criteria for applications from Lithuania

To be eligible for RCL support, the project consortium must be led by an SME, and a university must be a partner. The project duration can be up to 36 months.

Additional steps for applications from Lithuania

Applicants in Lithuania must submit their domestic application to the Research Council of Lithuania before 29 August 2025, 17:00 hours CEST.

Poland 🇵🇱

NCBR’s maximum total project grant to Polish applicants is PLN 1,5 m, with no more than PLN 750,000 per partner. Large enterprises as well as research and knowledge disseminating organisations can be leaders or partners on the project but cannot apply individually.

Additional eligibility criteria for applications from Poland

Only Polish micro, small or medium-sized enterprises (SME) can apply individually. While universities, research institutions and large enterprises are eligible for funding and may lead Polish domestic consortia, the presence of a Polish SME is obligatory in such consortium.

Applicants in Poland must submit their domestic application to eureka@ncbr.gov.pl by 29 August 2025, 17:00 hours CEST.

Only Polish micro, small or medium-sized enterprises (SME) can apply individually. While universities, research institutions and large enterprises are eligible for funding, the presence and leadership of a Polish SME is obligatory in such consortium.

Taiwan 🇹🇼

Companies can apply for grant funding up to 50% of the eligible costs depending on the industrial impact of the project in accordance with the A+ Program. DoIT’s budget is available for qualified projects.

Prior to the submission of the application forms, the applicants are recommended to get in touch with DoIT for a pre-check of their project ideas and eligibility.

The applicants (companies only) with Eureka labelled project are eligible to apply for funding under the A+ Program.  The proposal must include abstract, detailed project and budget plan as requested in the A+ Program.

Additional eligibility criteria for applications from Taiwan

DoIT does not fund universities and research organisations. The application must be submitted by a Taiwanese company. However, universities and research organisations are welcome as subcontractors of Taiwanese companies or to participate with their own budget.

Each ministry or funding agency will fund organisations according to local laws, rules, procedures and available budget.

If your ministry or funding agency does not have funding for organisations like yours, you can still join a project. Contact your ministry or funding agency for information about other funding options or self-funding.

In addition to the centrally submitted Eureka Project Application Form, Taiwanese applicants must submit their national application documents to DoIT before 29 August 2025, 17:00 hours CST.

The Netherlands 🇳🇱

Under the program funded by RVO, only R&D costs are eligible for funding. Enterprises and research institutes can apply for grant funding up to 50% depending on the type of organization and the type of activities:

  • Large companies: 35% for research activities, 25% for development activities
  • SMEs: 45% for research activities, 35% for development activities
  • Universities/research organisations: 50% for research activities, 25% for development activities

The maximum funding (grant) per project is 350.000 EUR. The total budget at RVO for this call is approximately 2 million EUR.

In addition to the centrally submitted Eureka Project Application Form, project partners from The Netherlands need to submit an application to RVO, including a detailed project plan and budget. The application must be submitted by a for-profit Netherlands company. Other Netherlands organisations can join as project partner to the Netherlands application. The deadline for submission is 9 September 2025, 17:00 hours CEST. RVO invites partners for a pre-check of their project ideas.

Application process

How to apply for this call

  1. Contact your ministry or funding agency through Eureka’s website to discuss your project idea, finances, eligibility and procedures.
  2. Create an account on our application portal (one per project) and select the funding opportunity you want to apply to.
  3. Use the portal and complete one application form per consortium (in English). Invite other partners to fill out a partner form.
  4. Submit a GANTT chart, a signed co-signature form (available to download on the portal) and any other required attachments.
  5. We will check your application is complete and eligible before evaluating it. If successful, your project will receive a Eureka label.
  6. We evaluate project applications to determine if your ministry or funding agency should grant funding. Your ministry or funding agency may conduct another evaluation performed by experts and based on national regulations.
  7. The final step is to complete and sign a consortium agreement. We recommend that you seek legal advice when drafting your consortium agreement.

Important: Your national or regional funding body may need you to complete additional steps to apply to this Network Projects call. If you do not provide the information required by your national or regional funding body, you may render yourself ineligible to receive public funding.

How applications will be evaluated

We will review your R&D project application according to our evaluation criteria.

1. Impact

  • Is the market properly addressed (i.e. size, access and risks)?
  • Is the value creation properly addressed (i.e. employment opportunities and environmental and societal benefits)?
  • What are the competitive advantages of your project (i.e. strategic importance, enhanced capabilities and visibility)?
  • Are your commercialisation plans clear and realistic (i.e. return on investment, geographic and sectoral impact)?

2. Excellence

  • What is the degree of innovation? (i.e. is the proposed product, process or service state-of-the-art? Is there sufficient technological maturity and risk)?
  • How would you use new knowledge?
  • Is your project scientifically and technically challenging for consortium partners?
  • Is the technical achievability and risk properly addressed?

3. Quality and efficiency of implementation

  • What is the quality of your consortium (i.e. balance of the partnership and technological, managerial and financial capabilities of each partner)?
  • Is there added value through international cooperation?
  • Is your project management and planning realistic and clearly defined (i.e. methodology, planning approach, milestones and deliverables)?
  • Is your cost structure reasonable (i.e. costs and financial commitment for each consortium partner)?

4. Overall perception

Experts will list three positive and negative points about your application and state whether they recommend your project for public funding.

Your ministry or funding agency may carry out another evaluation according to national or regional rules before allocating funding to organisations.

Funding will only be provided to projects that receive a positive evaluation from all relevant national or regional ministries and funding agencies.
