Who can apply for this call

Our Network projects programme has limited eligibility criteria for joining a consortium, and you can participate in an R&D project even if you are not eligible to receive any funding:

  • Your project idea must represent international cooperation in the form of a specific project.
  • The project must be directed at researching or developing a product, process or service.
  • The project must have a civilian purpose.
  • Your consortium must include at least two independent legal entities from at least two Eureka countries.
  • No single organisation or country can be responsible for more than 70% of the project budget.

How to apply

  1. Contact the National Agency of Scientific Research and Innovation (NASRI) using the form below to discuss your project idea, financial viability and eligibility.
  2. Create an account on our application portal (one per consortium) and select the funding opportunity you want to apply to.
  3. Using the portal, complete one application form per consortium (in English) and invite other consortium partners to fill in a partner form.
  4. Upload a GANTT chart (one per consortium), a signed and completed co-signature form (which you can download from the platform) and any additional required annexes.
  5. Your application will be checked for completeness and eligibility before being reviewed using a standard evaluation procedure. If successful, your project will receive a Eureka label.
  6. Your national funding body may carry out a further evaluation (performed by the NPC and technical experts) according to national rules before allocating funds to successful applicants.
  7. The final step is to complete a signed consortium agreement (CA). We recommend that you seek legal advice when drafting your CA.

Austria 🇦🇹

SMEs

The Austrian Research Promotion Agency (FFG) funds R&D costs for SMEs participating in our Network projects programme. As an Austrian SME, you can receive grants covering up to 50-60% of your project costs for up to three years through the bottom-up, year-round open call of FFG General Programme (“Basisprogramm”).

Large companies

The Austrian Research Promotion Agency (FFG) funds R&D costs for large companies participating in our Network projects programme. As an Austrian large company, you can receive grants covering up to 40% of your project costs for up to three years through the bottom-up, year-round open call of FFG General Programme (“Basisprogramm”).

Universities and research organisations

When collaborating with research institutions or universities, there are generally two possible application formats when it comes to Eureka:

  1. Implementation as a company-led project, with the research institution acting as a subcontractor
  2. Implementation as a cooperative project involving a research institution (consortium project)

For company-led projects where the research institution participates as a subcontractor, the share of costs incurred by the research institution is covered in accordance with the overall funding rate of the project. Please note that subcontracting costs may not exceed 50% of the total eligible project costs. For consortium projects, the costs incurred by the participating research institutions are eligible for funding at a rate of 50%. Further details and requirements are outlined in the respective call guidelines.

Flemish funding body, Flanders Innovation & Entrepreneurship (VLAIO), funds R&D costs for SMEs participating in Network projects consortia through its national programmes. As a Flemish SME, you could receive between 25-60% of project costs for research projects (minimum grant of 100,000 euro) OR between 25-50% of project costs for development projects (minimum grant of 25,000 euro).

Large companies

Belgium (Wallonia) 🇧🇪

SMEs

Walloon funding body, Service Public de Wallonie (SPW)-Research, funds R&D costs for SMEs participating in our Network projects programme. As a Walloon small company, you could receive a grant covering between 70-80% of your project costs for industrial research, up to 60% of your project costs for experimental development (under certain conditions) or a loan covering 55-70% of your project costs for experimental development. As a Walloon medium-sized company, you could receive a grant covering between 60-70% of your project costs for industrial research, up to 50% of your project costs for experimental development (under certain conditions) or a loan covering 45-60% of your project costs for experimental development.

Large companies

Walloon funding body, Service Public de Wallonie (SPW)-Research, funds R&D costs for large companies participating in our Network projects programme. As a Walloon large company, you could receive a grant covering between 50-60% of your project costs for industrial research, up to 40% of your project costs for experimental development (under certain conditions) or a loan covering 35-50% of your project costs for experimental development.

Universities and research organisations

Walloon funding body, Service Public de Wallonie (SPW)-Research, does not fund R&D costs for research organisations and universities participating in our Network projects programme. Research organisations or universities can only participate as a subcontracted partner.

Brazil 🇧🇷

Funding details

Finep offers non-reimbursable grants to Brazilian companies for developing innovative products, processes, or services in partnership with companies from at least one other participating country. Proposals must meet Eureka Network eligibility conditions.

  • Startup – GOR (2024) less than R$ 4,800,000.00 – up to 90% of eligible costs.
  • Small Company – GOR (2024) from R$ 4,800,000.00 to R$ 16,000,000.00 – up to 85% of eligible costs.
  • Medium Company I – GOR (2024) from R$ 16,000,001.00 to R$ 90,000,000.00 – up to 70% of eligible costs.
  • Medium Company II – GOR (2024) from R$ 90,000,000.01 to R$ 300,000,000.00 – up to 60% of eligible costs.
  • Large Company – GOR (2024) greater than R$ 300,000,000.00 – up to 50% of eligible costs.

Brazilian participants can apply for grants according to Brazil´s general terms and conditions for grants, subject to the following limits:

  • Startups, Small Company and Medium Company I: grants of up to R$ 2.200.000,00
  • Medium Company II and Large Company: grants of up to R$ 5.000.000,00

Additional national eligibility requirements

  • Brazilian companies of any size may apply, either individually (as Applicants) or jointly with other Brazilian companies (as Co-executors).
  • A “Brazilian company” means a legal entity headquartered in Brazil, engaged in organised economic activity for the production or circulation of goods or services with profit-making purposes.
  • Non-profit organisations (associations, foundations, cooperatives), sole proprietors, and individual micro-entrepreneurs are not eligible.
  • Must be registered (Junta Comercial) by December 31 of the year prior to proposal submission.
  • Must have carried out some operational activity in the 12 months prior to project submission, demonstrable through Financial Statements.
  • The company’s legal purpose, at the time of submission, must be compatible with the activities proposed in the project.
  • The main research and development activity of the economic group (applicant and co-executors), in the project’s field, must be located in Brazil.

Additional application steps

  • After the Eureka Label, Brazilian companies must submit a national application detailing their activities in the project.
  • At this phase, additional eligibility elements will be verified, and Finep may request further documentation.
  • Receiving the Label does not guarantee funding by Finep.

The maximum funding amount is 500,000 Canadian dollars per participant per project. The funding is non-repayable contribution against approved work completed and invoiced. Read more.

Chile 🇨🇱

SMEs

Chilean funding body, Production Development Corporation (CORFO), funds R&D costs for SMEs participating in our Network projects programme. The Production Development Corporation (CORFO) covers up to 207,000 euro of project costs per Chilean participant OR up to 80% of project costs for micro and small companies, and up to 60% of project costs for medium-sized companies. Female-led companies can receive an extra 10% of funding.

Large companies

Chilean funding body, Production Development Corporation (CORFO), funds R&D costs for large companies participating in our Network projects programme. The Production Development Corporation (CORFO) covers up to 207,000 euro of project costs per Chilean participant OR up to 40% of project costs for large companies. Female-led companies can receive an extra 10% of funding.

Universities and research organisations

Chile currently has no allocated budget for research organisations or universities participating in our Network projects programme. If you are a Chilean research organisation or university wanting to participate in a Network projects consortium, contact the Production Development Corporation (CORFO) to see whether there are other funding opportunities available or talk to them about self-funding.

Who can apply

CORFO has additional criteria for projects to be eligible to receive funding:

  • Chilean companies must have been legally constituted in Chile and established for at least 24 months (since the start of business activities in the Chilean Internal Revenue Service).
  • Chilean companies must show proof of sales in the last 24 months (not necessarily in all months).
  • Companies with a 40-hour working week are advantaged in the evaluation.

HAMAG-BICRO offers grants covering up to 60% of project costs for small companies and up to 50% of project costs for medium-sized companies OR grants of up to 200,000 euro of project costs per Croatian participant.

The maximum funding per Polish participant is approximately 235,000 euro and the maximum funding per consortium with more than one Polish partner is approximately 470,000 euro.

ANI covers up to 80% of project costs for SMEs and small mid-cap companies. For investments located at NUT II Lisboa, the maximum co-funding rate is 40% of eligible costs. The exact funding percentage depends on the company type, consortium collaboration, dissemination of project results and whether your project activities fall into the category of industrial research or experimental development. Your project must fall within national or regional Research and Innovation Strategy for Smart Specialisation priority areas. To be eligible for funding, projects must involve at least one Portuguese SME or small mid-cap company. When in a consortium with other Portuguese research organisations or universities, Portuguese companies must undertake the biggest share of the investment. Portuguese companies need to comply with these financial autonomy ratios:

  • If SME or small mid-cap company: 15%

As a Spanish SME, you could receive a loan (Euribor-1 year interest rate) of up to 85% of your project costs (covering costs for personnel, equipment depreciation, supplies, subcontracting of research and other supplementary and overhead costs related to the project). Tax reliefs could also be obtained. Funding is given after milestones (of roughly 9-12 months), but companies can receive up to 35% of the total funding in advance, or between 50-70% of the total funding if a bank guarantee is obtained. 22.5% of the eligible budget does not need to be reimbursed and the remaining amount of the loan must be repaid within 10 or 15 years (with a 2-3 year grace period).

Large companies

Spanish funding body, the Spanish Centre for Technological Development and Innovation (CDTI), funds R&D costs for large companies participating in our Network projects programme. As a Turkish SME you could receive a grant covering up to 75% of your project costs. Companies funding the expenses of universities and research organisations may receive a reimbursement.

Large companies

As a Turkish large company, you could receive a grant covering up to 60% of your project costs. Companies funding the expenses of universities and research organisations may receive a reimbursement.

How applications will be evaluated

We will review your R&D project application according to our evaluation criteria.

1. Impact

  • Is the market properly addressed (i.e. size, access and risks)?
  • Is the value creation properly addressed (i.e. employment opportunities and environmental and societal benefits)?
  • What are the competitive advantages of your project (i.e. strategic importance, enhanced capabilities and visibility)?
  • Are your commercialisation plans clear and realistic (i.e. return on investment, geographic and sectoral impact)?

2. Excellence

  • What is the degree of innovation? (i.e. is the proposed product, process or service state-of-the-art? Is there sufficient technological maturity and risk)?
  • How would you use new knowledge?
  • Is your project scientifically and technically challenging for consortium partners?
  • Is the technical achievability and risk properly addressed?

3. Quality and efficiency of implementation

  • What is the quality of your consortium (i.e. balance of the partnership and technological, managerial and financial capabilities of each partner)?
  • Is there added value through international cooperation?
  • Is your project management and planning realistic and clearly defined (i.e. methodology, planning approach, milestones and deliverables)?
  • Is your cost structure reasonable (i.e. costs and financial commitment for each consortium partner)?

4. Overall perception

Experts will list three positive and negative points about your application and state whether they recommend your project for public funding.

Your ministry or funding agency may carry out another evaluation according to national or regional rules before allocating funding to organisations.
